About HPBC

High-Rise and Public Building Projects Committee (HPBC) members are empowered to carry out in defining guidelines regarding the design of High-Rise Building in Myanmar, drawing up guidelines for Quality Control of the High-Rise Building Projects which must be duty observed by Project Supervisors and Site Engineer. Also, Evaluating Proposed Project Designs, as submitted by designers, whether relevant guidelines and current international Codes of Practice are followed or not. Where correction, amendment or redress is required, appropriate advice shall be rendered. Conducting on-site inspection, either on a regular or need-to basis, of Construction projects to monitor whether relevant guidelines are observed or not. Advisory service on Quality Control shall be given when or where required. Collaborations with all concerned departments and organizations towards the achievement in constructing High-Rise Buildings of high-quality standard.

Vision of HPBC

  • To safeguard the lives and properties of the people and public infrastructures in Myanmar.
  • To enhance the progress of Construction Industry Development (CID) in promoting the national economy of Myanmar. 

Mission of HPBC

  • To lay down the guidelines and code of practices for the high-rise and public building projects in the Republic of the Union of Myanmar.
  • To specify guidelines for the quality control of the high–rise and public building projects that are bound to be observed by Architects, Structural Engineers, Geotechnical Engineers, M&E Engineers, Project Superintendents and Site Engineers.
  • To access the design calculations such as Architectural, Structural, Geotechnical, Mechanical and Electrical Appliances, Water Supply and Sanitation Works etc., of the proposed projects ensuring that these calculations strictly follow the guidelines and code of practices of HPBC.
  • To pay visit to the construction sites and check whether they are implemented in accordance with design specifications and standards, HPBC’s guidelines or not and give necessary advice on quality control and safety.
  • To cooperate with all other relevant departments and organizations to achieve high ranking Construction Industry Development in Myanmar.

Organization Structure

HIGH-RISE AND PUBLIC BUILDING PROJECTS COMMITTEE

The Committee for Quality Control of High-Rise Bulding Construction Projects (CQHP) was established in Myanmar on August 11, 2003, with nine members, incuding an architect and eight structural engineers. Reforms in 2004 and 2007 expanded the committee's expertise to incude mechanical, geotechnical, water, sanitation, and electrical engineering. Subsqeuent changes in 2015 and 2016 adjusted membership numbers and roles within the committee. In 2019, the CQHP was resturctured into the High-Rise and Public Building Projects Commitee (HPBC), which saw further expansions and publications. By 2024, the HPBC had twenty-seven members and employed thirty-four staff, overseeing various construction projects in Myanmar.
