Qualifications and Requirements of National Counterparts for High-Rise Building Projects Submitted to HPBC by Foreign Professional Design Engineers and Architects:

Qualifications

    1.Architect

    • Holder of Senior Licensed Architect (SLA) of Myanmar Architect Council.
    • Must have B.Arch and have practical experience in the high-rise and public buildings’ significant architectural work at a professional level for a period of not less than 2 years. 
    • Must submit his or her professional experiences to HPBC and appear for a personal interview to register as National Counterpart.
    • To follow the guidelines of HPBC concerning national counterparts and professional code of conduct.

    2. Structural Engineer

    • Holder of professional engineer [PE-Civil (Structure)] of Myanmar Engineering Council.
    • Must be B.E (Civil) and have practical experience in structural design work at a professional level for a period of not less than 2 years.
    •  Must submit his or her professional experience to HPBC and appear for personal interview to register as National Counterpart
    • To follow the guidelines of HPBC concerning national counterparts and professional code of conduct.

Remarks :  Holder of M.E (Structure) who has P.E Civil (Structure) certificate can apply for National Counterpart.

       3. Electrical, Electronic & HVAC Engineer

    • Holder of professional engineer [PE-Electrical (B.S), PE-Electronic (B.S) & PE-Mechanical (HVAC)] of Myanmar Engineering Council.
    • Must be B.E (Electrical/Electronic/Mechanical) and have practical experience in the electrical and mechanical design of external and internal work at professional level for a period of not less than 2 years.
    • Must submit his or her professional experience to HPBC and appear for a personal interview to register as a National Counterpart.
    • To follow the guidelines of HPBC concerning national counterparts and professional code of conduct.

Remarks :  Holder of M.E (Electrical Power) who has P.E Electrical (B.S.) Certificate can apply for a national counterpart.

       4. Water Supply and Sanitation Engineer and Mechanical Building Service Engineer

    • Holder of professional engineer [PE-Civil (Water Supply & Sanitation) / PE-Mechanical (B.S)] of Myanmar Engineering Council.
    • Must be B.E (Civil / Mechanical) and have practical experience in the design of external and internal water supply and sanitation works and Mechanical Building Services Works at a professional level for a period of not less than 2 years.
    • Must submit his or her professional experience to HPBC and appear for a personal interview to register as a National Counterpart.
    • To follow the Guidelines of HPBC concerning national counterparts and professional code of conduct.

Remarks: “Attached – To be carried out in accordance with the specifications set out in Myanmar Engineering Council Notification No. (6/2019).”

        5. Geotechnical Engineer

    • Holder of professional engineer [PE-Civil (Geotechnical)] of Myanmar Engineering Council.
    • Must be a B.E. (Civil / Mining) and have practical experience in the geotechnical design work at a professional level for a period of not less than 2 years.
    • Must submit his or her professional experience to HPBC and appear for a personal interview to register as a National Counterpart.
    • To follow the guidelines of HPBC concerning national counterparts and professional code of conduct.

Duties and Responsibilities of National Counterparts for Projects submitted to HPBC: 

  1. To review the design concept.
  2. To check the design proposal based on local prevailing requirements.
  3. To make comments and suggestions on proposed design for appropriate revisions to be followed by designer.
  4. To countersign the final proposed design.
  5. To be present at HPBC during Designer’s presentation
  6. To review and evaluate any major design alteration done by designer during construction period and countersign the report prepared by the designer which shall be submitted to concerned authority.

The Committee for Quality Control of High-Rise Building Construction Projects (CQHP) was established in Myanmar on August 11, 2003, with nine members, including an architect and eight structural engineers. Reforms in 2004 and 2007 expanded the committee’s expertise to include mechanical, geotechnical, water, sanitation, and electrical engineering. Subsequent changes in 2015 and 2016 adjusted membership numbers and roles within the committee. In 2019, the CQHP was restructured into the High-Rise and Public Building Projects Committee (HPBC), which saw further expansions and publications. By 2024, the HPBC had twenty-seven members and employed thirty-four staff, overseeing various construction projects in Myanmar.
